Should You Have an EICR Before Replacing a Consumer Unit?
If you are planning to replace an old fuse box or consumer unit, should you arrange an Electrical Installation Condition Report first? For a planned replacement—particularly where the wiring is old, altered, poorly documented or may include DIY work—the safest and clearest answer is often yes.
An EICR can identify faults before the existing board is removed. That matters because a modern consumer unit with RCD or RCBO protection may detect earth leakage and wiring problems that an older fuse box was never designed to detect. A circuit that appeared to work yesterday may trip immediately on the new protection—or testing may show that it cannot safely be reconnected until a fault is repaired.
However, a separate EICR is not automatically a legal prerequisite for every consumer-unit replacement. This is where the debate—and the difference between quotations—begins. The important question is not simply whether the electrician has used the words “EICR”, but what inspection and testing will take place before the old board is disconnected.
The short answer
Electrical Safety First’s current Best Practice Guide strongly recommends an EICR in advance of a planned consumer-unit replacement. If the customer declines a full EICR, the guide says an appropriate pre-work survey should be undertaken before the replacement proceeds.
The purpose is to identify immediate or potential dangers and conditions likely to cause unwanted RCD tripping. If those problems are discovered only after the old consumer unit has been removed, the electrician and customer can be left in a very difficult position.

“The lights worked before you arrived”—the problem electricians want to avoid
Imagine an electrician arrives in the morning to replace an old fuse box. The lights are working, the sockets appear normal and the customer expects everything to be back on by the end of the day.
The old board is disconnected and the circuits are tested. The electrician finds an earth fault on a lighting circuit. The old protective device did not detect it, but the fault causes the RCBO in the new consumer unit to trip—or the test results show that reconnecting the circuit would be unsafe.
The electrician may then have to explain: “I know your lights were working when I arrived, but I cannot safely reconnect that circuit until the fault is found and repaired.”
From the customer’s perspective, the electrician arrived at a working house and left part of it without power. From the electrician’s perspective, reconnecting a circuit known to be dangerous is not an acceptable option. Pre-work inspection and testing reduces the chance of both parties reaching this avoidable point.

What does the official best-practice guidance say?
For a planned change, Best Practice Guide 1 recommends offering the customer an EICR before the consumer unit is replaced. Where the customer declines the full report, it describes a pre-work survey covering matters such as:
• asking about known faults, damage or previous problems;
• inspecting the existing consumer unit and accessible parts of the installation;
• assessing the type and condition of the wiring;
• checking earthing and main protective bonding;
• confirming protective-conductor continuity;
• checking earth-fault loop impedance at accessible points; and
• measuring insulation resistance to identify leakage or defective wiring.
If a condition is found that would present immediate or potential danger, or cause unwanted RCD tripping, the customer should be told that remedial work is necessary. The replacement should not go ahead unless the relevant defects are corrected or the affected circuits will remain disconnected.
The guidance does not say that every older installation must be upgraded wholesale to the latest standard. Existing circuits can often be reconnected where they remain safe and suitable. The aim is to identify genuine danger and foreseeable operational problems before committing to the change.
Is an EICR legally required before a consumer-unit change?
A full EICR is not automatically required by law simply because a consumer unit is being replaced. Consumer-unit replacement is itself an alteration and notifiable work in England and Wales, and the new work must be properly designed, installed, inspected, tested and certified.
The distinction matters: an EICR reports on the condition of the existing installation. The Electrical Installation Certificate issued for the board replacement certifies the alteration and records the required inspection and test results for that work and the circuits being reconnected.
Therefore, it would be misleading to tell every customer that they are legally compelled to buy two separate jobs. It is equally misleading to imply that an electrician can simply fit a new board without assessing whether the existing installation is suitable and safe to reconnect.
Why not just test the circuits during the board change?
Testing is required when a consumer unit is replaced, so customers understandably ask why they should pay for an EICR beforehand as well. There is some overlap—but the timing, purpose and scope are different.
Testing during the replacement helps the electrician verify the alteration and determine whether the circuits can be connected to the new board. A full EICR is a broader, documented assessment of the condition of the existing installation. Crucially, it is completed while the original consumer unit is still in place and before the customer has committed to the disruption and cost of replacing it.
That advance information can change the plan. The customer may discover that repairs are needed first, that a partial rewire is sensible, that the proposed consumer unit needs a different specification or that the available budget must include remedial work.
In a clean, well-documented installation with recent satisfactory test information, an electrician may decide that a targeted pre-work survey provides the necessary information. In an old, heavily altered or unknown installation, a full EICR is considerably easier to justify.
The real bone of contention: paying for an EICR and a board change
This is where customers can receive very different quotations. One electrician may quote for a full EICR followed by the consumer-unit replacement. Another may quote for the board change with a defined pre-work survey. A third quotation may mention only the new board and give little detail about how existing faults will be handled.
The first quotation will naturally appear more expensive. But it may also provide more information, a clearer scope and a much lower risk of unpleasant surprises. The customer is not simply paying for “more testing”; they are paying to establish the condition of the installation before an irreversible stage of the job begins.
The additional cost can be justified by the benefits:
• faults are identified while the existing board is still connected;
• remedial work can be explained and priced in advance;
• the correct consumer-unit specification can be selected;
• the customer can budget for the complete job;
• dangerous circuits are less likely to be discovered unexpectedly on changeover day;
• both parties have a written record of the installation’s condition; and
• there is less scope for disagreement about whether a fault existed before the electrician arrived.
That does not mean the most expensive quotation is automatically the best, or that a separate EICR is the only responsible approach in every property. It means the quotations may not be offering the same service. Price should be compared alongside the inspection scope, testing, certification and process for dealing with faults.
Why some board-change quotations are cheaper
A lower quotation may be entirely legitimate: the property may be small, the wiring may be modern, reliable test information may already be available or the electrician may include sufficient pre-work checks within the quoted price.
However, a cheap quotation can also leave important questions unanswered. Does it include meaningful testing before the old board is removed? What happens if an earth fault, borrowed neutral or insulation-resistance problem is found? Is fault finding included? Will extra work be discussed before it is carried out? Could an affected circuit be left disconnected?
Customers should be wary of comparing only the price of the consumer unit. The physical board is only one component of the job. Competent assessment, safe isolation, labour, testing, fault diagnosis, certification and Building Regulations notification all form part of a professional replacement.

When is an EICR particularly worthwhile before replacement?
A full EICR is particularly sensible where:
• the installation is old or its history is unknown;
• the property has rewireable fuses or limited RCD protection;
• there have been DIY alterations or visibly poor workmanship;
• circuits are poorly labelled or their purpose is unclear;
• accessories show signs of damage, overheating or deterioration;
• circuits trip intermittently or lights behave unusually;
• there are extensions, outbuildings or multiple additions;
• the property has changed ownership and no recent certificates are available;
• the customer wants a clearer estimate of the complete cost; or
• the installation has not been inspected within the recommended interval.
An EICR is not a guarantee that every concealed defect will be found, because inspection and testing have agreed limitations. Nevertheless, it provides substantially more information than judging an installation from the front of the fuse box.
EICR, pre-work survey and board-change testing: what is the difference?
Full EICR before replacement
A documented condition report covering the agreed extent of the existing installation. It records observations, test results, limitations and whether the installation is satisfactory for continued service. It can inform the quotation and remedial plan before the board-change appointment.
Pre-work survey
Targeted inspection and testing carried out to establish whether the planned replacement can proceed safely and whether existing conditions are likely to cause danger or unwanted tripping. It is not necessarily equivalent to a full EICR and should not be presented as one.
Inspection and testing for the board change
Verification associated with the alteration, the replacement consumer unit and the existing circuits being reconnected. An Electrical Installation Certificate should be issued for the completed work, together with the applicable Building Regulations compliance documentation.
Questions to ask when comparing quotations
Before choosing an electrician, ask:
• Do you recommend a full EICR before replacing this consumer unit?
• If not, what pre-work inspection and testing will you undertake?
• Is that pre-work assessment included in the quotation?
• What testing will be completed during the replacement?
• What happens if an existing circuit fails the tests?
• Is fault finding included or charged separately?
• Will you obtain approval before carrying out additional work?
• Could a defective circuit have to remain disconnected?
• Which certificates and notifications will I receive?
Clear answers make it much easier to compare like with like. They also help distinguish a lower price based on a genuinely straightforward installation from one based on avoiding proper investigation.
Frequently asked questions
Will a new consumer unit fix existing wiring faults?
No. A new consumer unit provides modern protection but does not repair damaged cables, incorrect connections or earth faults. It may make those problems more visible by disconnecting a faulty circuit.
Can an electrician reconnect a circuit that fails the tests?
A circuit presenting immediate or potential danger should not simply be reconnected. It will need remedial work or may have to remain isolated until it can be made safe.
Does an EICR mean I will definitely need a rewire?
No. An EICR assesses condition and safety. It may identify localised repairs, recommended improvements or no significant defects at all. Older wiring is not automatically unsafe merely because it was installed to an earlier edition of the Wiring Regulations.
Am I paying twice for the same testing?
There can be overlap, but the two jobs answer different questions. The EICR assesses the existing installation before work begins; the board-change inspection and testing verifies the alteration and the circuits being connected to it. Ask the electrician to explain the scope and whether any duplicated effort has been reflected in the price.
Can I decline the EICR?
You can discuss alternatives with the electrician, but a responsible contractor will still need adequate information before proceeding. Best Practice Guide 1 recommends a pre-work survey where a full EICR is declined and says the replacement should not go ahead if the customer refuses that assessment.
