RCD, RCBO and Surge Protection: What Should a Modern Consumer Unit Include?

When you compare quotations for a consumer-unit replacement, terms such as RCD, RCBO, SPD and Type A protection can make one quote look very different from another. They are not just product labels: they describe how the installation responds to electric shock risks, circuit faults and voltage surges.

For many homes, a well-designed modern consumer unit will use a metal enclosure, individual RCBO protection for most or all final circuits, suitable Type A residual-current protection and a surge protection device. However, the correct arrangement still depends on the property, its earthing system, the circuits being connected and the results of inspection and testing.

This guide explains what the main devices do, why individual circuit protection is often preferable and what to look for when comparing quotations for a fuse board replacement.

What should a modern consumer unit include?

A typical modern domestic specification may include:
• a non-combustible, usually steel, consumer-unit enclosure;
• a main switch to isolate the installation;
• RCBOs providing individual overcurrent and residual-current protection;
• Type A residual-current protection suitable for modern electronic loads;
• a surge protection device (SPD);
• enough usable ways for the existing circuits and sensible future provision;
• clear circuit labels and the required warning or information notices; and
• inspection, testing, certification and Building Regulations notification where applicable.

That is a useful starting point, not a shopping list that can be applied blindly. The electrician must select devices with suitable ratings and characteristics, confirm the earthing arrangement and ensure the existing circuits are safe to connect.

RCD, RCBO and SPD: the simple difference

RCD – residual current device: monitors current flowing out and returning. If some current leaks to earth, possibly through a person or damaged insulation, it can disconnect the supply quickly. An RCD does not normally provide overload or short-circuit protection by itself.

RCBO – residual current breaker with overcurrent protection: combines RCD protection with the functions of a circuit breaker. One RCBO can therefore protect an individual circuit against earth leakage, overload and short circuit.

SPD – surge protection device: limits short-duration voltage spikes that could damage appliances and electronic equipment. It does not replace an RCD or RCBO because it protects against a different type of electrical event.

What does an RCD protect against?

An RCD compares the current flowing through the live conductor with the current returning through the neutral. Under normal conditions the figures should balance. If a difference appears, current may be escaping to earth. The RCD disconnects when the leakage reaches its operating threshold and conditions require it to trip.

RCD protection is an important additional safety measure, but it does not make unsafe wiring safe and it cannot prevent every electric shock. Correct earthing, protective bonding, circuit design, installation and testing all remain essential.

Older split-load boards often use one RCD to protect several circuits. That arrangement can be compliant in the right circumstances, but it means one faulty appliance or circuit may disconnect several otherwise healthy circuits at the same time.

Why RCBOs are often preferred

With individual RCBOs, a fault on one circuit is less likely to switch off unrelated circuits. A problem with an outside light, for example, should not normally remove power from the downstairs sockets or leave other areas without lighting.

The practical advantages usually include:
• better separation of circuits;
• less disruption when a fault occurs;
• easier fault finding;
• reduced risk of combined leakage from several circuits causing unwanted tripping; and
• a clearer, more flexible installation for future alterations.

RCBOs usually cost more than a basic arrangement using shared RCDs and MCBs. That difference is one reason quotations can vary. When comparing prices, ask whether every circuit receives its own RCBO or whether several circuits share one RCD.

What is Type A RCD or RCBO protection?

Modern homes contain equipment with electronic controls and power supplies: washing machines, induction hobs, LED drivers, computers, heat pumps, EV chargers and many other appliances. Some modern appliances can cause types of electrical leakage that older safety devices may not detect properly.

Type A devices are designed to detect ordinary AC residual current and pulsating DC residual current. They are now widely used for domestic final circuits because they are more suitable for many modern loads than older Type AC devices.

Type A is not automatically correct for every possible item of equipment. Some installations and products require different residual-current characteristics or additional measures, so the electrician must check manufacturers’ instructions and the circuit’s intended use.

What does surge protection do?

A surge protection device limits transient overvoltages: very brief voltage spikes that may arise from switching events in the supply network or, in some circumstances, lightning activity. These spikes can damage sensitive electronics even though they are too brief to operate a conventional circuit breaker.

An SPD diverts surge energy safely and clamps the voltage to a lower level. It cannot guarantee that every appliance will survive every event, and it is not the same as a lightning-protection system, but it adds a valuable layer of protection for the increasingly expensive electronics found in a modern home.

Under current BS 7671 design requirements, surge protection is normally a serious consideration and is commonly included in new domestic consumer units. Whether a particular installation needs additional or different surge measures depends on the supply, building and risk being assessed. If a quote excludes an SPD, ask the electrician to explain the design decision rather than assuming it is an optional cosmetic extra.

Metal enclosure, main switch and spare capacity

Consumer units in domestic premises are now normally manufactured from non-combustible material, usually steel. The enclosure must be securely installed, correctly glanded or sealed around cable entries and arranged so that conductors are not damaged.

The main switch provides a means of isolation for the installation. Its rating and arrangement must suit the supply and the consumer unit. The board should also have enough ways for the existing circuits without crowding, with sensible consideration given to foreseeable additions such as an EV charger, heat pump, solar equipment or an outbuilding supply.

Spare ways are useful, but a larger box alone does not make a better installation. Internal connections, device compatibility, torque settings, cable entries, labelling and testing are all important.

Do modern consumer units need AFDDs?

An arc fault detection device, or AFDD, monitors for electrical arcing patterns that may indicate a damaged cable or poor connection. AFDD requirements and recommendations depend on the type of premises and circuit. They are particularly relevant in certain higher-risk residential settings, but they are not automatically required on every circuit in every ordinary house.

If AFDDs appear in one quote but not another, ask why they have been specified and which circuits they protect. The answer should relate to the installation and current wiring requirements, not simply to the most expensive available board.

Why the existing wiring still matters

A new consumer unit increases the level of protection, but it does not repair faults in the circuits connected to it. During replacement, circuits must be inspected and tested. Defects such as insulation resistance problems, borrowed neutrals, missing protective conductors, inadequate bonding or unsuitable alterations can affect the work required.

Modern RCBOs can also reveal leakage faults that an older fuse box never detected. This does not mean the new device is faulty; it may be responding correctly to an existing problem. A thorough quotation should explain how unexpected remedial work will be handled and whether further investigation is charged separately.

How to compare consumer-unit quotations

Ask each electrician the same questions:
• Is the proposed board an all-RCBO design?
• What type of RCBOs or RCDs are included?
• Is an SPD included, and what does it protect?
• Are any AFDDs specified, and why?
• Is there enough capacity for all present circuits and likely future additions?
• Are inspection, testing and fault finding included?
• Will you receive an Electrical Installation Certificate?
• Is Building Regulations notification included?
• What happens if the existing installation has defects?
• Are VAT and all normal materials included?

Two quotations may both say “new consumer unit” while proposing materially different protection. A cheaper split-load board and an individual RCBO board are not a like-for-like comparison. The make and model matter, but the design, installation quality, testing and aftercare matter at least as much.

Frequently asked questions

Does every circuit need its own RCBO?

Not in every conceivable compliant design, but individual RCBO protection is widely preferred in modern domestic installations because a fault is better contained to one circuit. The final design must comply with current requirements and suit the particular property.

Will an SPD stop my RCD from tripping?

No. An SPD and an RCD respond to different conditions. An SPD limits transient voltage surges; an RCD or RCBO responds to residual current leaking to earth. Persistent tripping requires investigation.

Can I tell whether my board has RCBOs?

Often, each RCBO has its own test button and markings showing both an overcurrent rating and residual-current details. Product layouts vary, however, so do not remove the cover or touch internal parts. An electrician can identify the devices safely.

Is the most expensive consumer unit always best?

No. Quality equipment, individual protection and suitable surge protection are valuable, but the board must be correctly designed and installed. Paying for extra devices without a sound reason is no substitute for competent workmanship and thorough testing.
